Board Member Biographies

Bob Ballenger (Lexington)
Bob Ballenger is an Associate Professor of Information Systems in the Williams School of Commerce, Economics and Politics at Washington and Lee University.  He earned a B.S. degree in Natural Sciences and Mathematics from Washington and Lee in 1976.  Prior to earning his doctorate in Management Information Systems and Accounting Information Systems from Lehigh University (1996), Professor Ballenger worked for Unisys Corporation for more than eleven years in a variety of information technology related positions.  He also served as Executive Vice President of ServNET Technologies of Charlotte, North Carolina.  Bob has taught at Babson College, University of Alabama in Huntsville where he received the Undergraduate Outstanding Teaching Award, and Wake Forest University before returning to his Alma mater.  Professor Ballenger teaches courses in Management Information Systems, Accounting Information Systems, E-Commerce Development, and Data Mining and Business Intelligence.  His research interests are in the areas of Web-based instructional technologies, learning management systems, online learning environments, and data mining.  He has published numerous articles on these subjects in academic journals.  Bob also makes frequent presentations on his research at professional conferences.  While at Washington and Lee, he has designed and managed the development of W&L's first totally online course, a course in Information Technology Literacy.  Bob is the Chair of W&L's Information Technology Advisory Committee and serves on a variety of other committees at W&L.  He also served as an auditor for the Rockbridge County United Way.  He lives in Lexington, Virginia.


Shannon Bowman (Norfolk)
Shannon Bowman is the Marketing Director of Motley Media and Co-Managing partner of Elements of Waterside - both companies based in Norfolk, VA. Shannon has over 15 years experience in traditional, grassroots and alternative advertising and event planning. Her experience includes online marketing, street-level marketing, client services and project management as well as creative concept-lead in many of the projects she has worked on. Shannon also has a strong background in non-profit marketing and utilizing grassroots methods to achieve large budget goals for clients with limited budgets. Shannon was one of the co-founders of Hampton Roads Business OutReach (HRBOR), and LGBT Chamber of Commerce in the Hampton Roads area, as well as a committee member for the EV Legends Gala for the last four years. Along with continued committee work for EV, Shannon also sits on the Board for the ODU Gay Studies Endowment Campaign, based out of Norfolk, VA.

Regina Elbert (Richmond)
Regina Elbert is an associate in the Richmond office of the law firm of McGuireWoods.  Her practice focuses on taxation and employee benefits litigation. She received her B.A. in Economics and Foreign Affairs from the University of Virginia in 2002 and her law degree from Harvard in 2005.  Currently, she serves on the Advisory Committee on Domestic Violence Issues in Virginia Courts.  She and her husband, Eric Elbert, have supported Equality Virginia since they relocated to Richmond after marrying in 2005.  She enjoys skiing, gardening, and reading classic science fiction.

 
  

 
Peter Goldin (Mechanicsville)
Peter J. Goldin graduated from the University of Richmond with a double-major in Political Science and International Studies with a Concentration in Politics and Diplomacy, as well as a double-minor in History and Spanish. After studying at the Universidad de Salamanca in Spain, Peter enrolled in law school at The Catholic University of America - Columbus School of Law, and graduated with a JD and a concentration in Alternative Dispute Resolution.

 

Following law school, Peter went on to found and direct the "Promote the Vote" program, training lawyers and law students to work at the polls on Election Day in order to detect early-on any voting irregularities or voter suppression. Peter has also served as the PAC Director for the Sierra Club, where he Co-Chaired the Endorsements and Training Committees for the National Political Team.

Peter and his husband currently live in Hanover County, VA.

  
William Hall, Jr. (Richmond)
William C. Hall Jr. is vice president-Corporate Communications & Community Affairs of Dominion.  A native of Danville, Va., he received a bachelor’s degree in business administration from the University of Richmond in 1975. Prior to joining Virginia Power, Hall was employed from 1979 to 1983 as managing editor of The Danville Register, a daily newspaper in Virginia with a circulation of about 30,000. He won several awards from the Virginia Press Association as editor.  Hall joined the company in 1983 as senior media representative for Virginia Power. In 1985, he was promoted to director-News Services. In 1986, he became director-Banking and Public Relations for Dominion. He was promoted to director-Investor Relations in 1989. From 1993 to 1994, Hall served as assistant treasurer for Virginia Power, then as assistant treasurer for Dominion from 1994 to 1996. He served as assistant vice president-Corporate Communications since Jan. 1, 1997, and was named vice president-External Affairs & Corporate Communications May 1, 1999. He assumed his current position Sept. 1, 2006.  Hall is a member of St. James Episcopal Church. He serves on the boards of the American Heart Association, Equality Virginia, Richmond SPCA and the Virginia Foundation for Community Colleges.  He is one of the founders of FETCH-A-Cure, a non-profit organization dedicated to establishing a comprehensive canine cancer clinic in Central Virginia. He also is chairman of the Virginia Center for Architecture’s capital campaign. In addition, he sat on the Industrial Advisory Board of the University of Virginia’s School of Engineering & Applied Scenes and on Virginia’s Seventh District Congressional Safety & Security Council.  Hall served as chairman of the Richmond Public Library's Literary Legacy campaign and was on the board of associates at the University of Richmond. In addition, he was on the boards of the Jamestown-Yorktown Foundation, Virginia Free, Pittsburgh Public Theater, Richmond’s Fan Free Clinic, William Byrd Community House, the Arts Council of Richmond, the Alzheimer’s Association of Greater Richmond, the Virginia State Rehabilitation Council, and the Monument Avenue Preservation Society.  Hall served as chairman of the American Heart Association’s Richmond “Heart Walk” in 2003 and of the Richmond Alzheimer's Association’s “Memory Walk” in 2000, 2001 and 2002. He also served as corporate chairman of the Virginia Leukemia & Lymphoma Society’s “Light the Night” charity walk in 2005 and 2007, the 2008 Virginia Walk to Defeat ALS, and the 2008 First Freedom Awards dinner.
 

 

André Hakes (Gordonsville)
André Hakes is a partner at the Charlottesville, VA law firm of Tucker Griffin Barnes, P.C. An Echols Scholar at the University of Virginia, she earned a B.A. in English in 1993, and a Juris Doctor in 1996 from the University of Virginia School of Law, where she was a Dillard Fellow. André practices primarily in the areas of criminal defense and civil litigation, and is a regular presence in a variety of local courts representing clients on everything from murder to condominium litigation. André is an activist in the Charlottesville area LGBT community, organizing protests, parades, social and charitable events and speaking on LGBT issues to local government and the media. André comes to Equality Virginia from the boards of the Virginia ACLU and Stonewall Democrats of Virginia, and is also a member of the Charlottesville Albermarle Bar Association, the Virginia Association of Criminal Defense Attorneys, and Share the Love. She is the proud owner of a 1972 Chevy pickup truck, a sense of humor, and a pair of black cowboy boots, and is not afraid to use any of them.

Julie Marshall (Richmond)
Julie Marshall, Diversity Manager with Capital One, has been a human resources professional for over 15 years.  Her experience includes facilitation, development, communications, event management, program management and consulting.  She is a longtime ally to the LGBT community and is a member of Capital One's LGBT Network Leadership Team.  She earned a BS in Industrial Engineering from Purdue University, a BFA in Theater from Virginia Commonwealth University and a Masters of Education in Human Resource Development from George Washington University.  Julie is a long-standing proponent for equality, choice and bridging divides.  She has facilitated reconciliation dialogues at the local and international level with Hope in the Cities/Initiatives of Change.  She has presented at the national Out & Equal Workplace Summit.  In addition to her passion for social justice, Julie loves water sports, traveling, warm beaches and theater.

Robert Roman (Norfolk)
Robert Roman has been connected to the Hampton Roads area since the mid 1980's.  He was in retail operations management for 20 years before his partnership in Decorum Furniture with his spouse Claus Ihlemann.  Robert grew up in the Panama Canal Zone.  He attended West Palm Beach University in West Palm Beach, Florida and Old Dominion University in Norfolk, Virginia.  He has served proudly in the Armed Forces.  Robert is a current member of the Ghent Business Association Board of Directors and serves as a liaison for many political, non-profit and humanitarian organizations in Hampton Roads.  Robert and his spouse Claus worked on the grassroots campaign to defeat the Marriage amendment and are proud that the City of Norfolk voted against the amendment.  Robert is committed to equality and is a strong supporter of Equality Virginia.

Diane Schroer
Diane Schroer is a Homeland Security, Defense, Counter-Terrorism and Training Systems Design consultant in the Washington D.C. area.  Her company, Strategic Initiatives Group, Inc. provides a range of consulting services.  She retired in 2003 with the rank of Colonel following a 25+ year military career in Special Forces and Special Operations.  She is Airborne, Ranger and Special Forces qualified; accumulating over 450 military parachute jumps during her career.  Highlights of her service include orchestrating all military, government and civil activities in the northern half of the country of Haiti following the U.S. intervention in 1994 and directing an organization with significant responsibilities for the Global War on Terror following 9/11.  She resides in Northern Virginia and enjoys a wide variety of personal and community activities.

Michael Sutphin (Blacksburg)
Michael Sutphin is a writer in Blacksburg, Va, home of Virginia Tech. He was born in Knoxville, Tenn., and grew up in Williamsburg, Va., before coming to the New River Valley to attend Virginia Tech in 2002. In college, Michael worked for the Collegiate Times, the university's independent student newspaper, where he earned two Virginia Press Association Awards and the Charlotte Davis Media Service Award for his reporting. In 2005, he served as president of the Lesbian, Gay, Bisexual, Transgender Alliance of Virginia Tech and co-founded a grassroots campaign that resulted in an online reporting mechanism to monitor campus climate. The following year, Michael graduated with a bachelor's degree in communication and accepted a job as a writer for his alma mater. He has received two awards from the Association for Communication Excellence for his writing about agriculture and the life sciences. Michael ran unsuccessfully for Blacksburg Town Council in 2009 and continues to stay active in local and regional politics. In his spare time, Michael is working toward a master's degree in English from Virginia Tech.
 

Lawrence Webb (Falls Church)
The Honorable Lawrence Webb is currently in his first term as a member of the City of Falls Church Council.  Mr. Webb is also an Assistant Dean of Admissions at the University of Mary Washington.  In recent years, Lawrence has developed a passion for assisting students seeking higher education.  Through this effort he has also given back with the James Farmer Scholars Program.  Mr. Webb, a Kenbridge, Virginia native also serves as Vice Chairman of the State Department of Correctional Education Board (appointed by former Governor Mark Warner and re-appointed by Governor Tim Kaine).  Mr. Webb received a bachelors of arts degree in Mass Communications and a graduate Certificate in Public Management from Shenandoah University.

Michael Whitehurst (Suffolk)
Michael O. Whitehurst (Mike) is a Regional Vice President with Genworth Financial's Long Term Care Division. He and his partner of 20 years, Dale A. Davis, make their home on the Nansemond River in Suffolk, Virginia with their toy poodle, Ivy. He is a member of St. Andrew's Episcopal Church in Norfolk, VA and previously served on the Vestry Committee. Mike grew up on a farm in Northeastern NC and attended Atlantic Christian College (now Barton College) in Wilson, NC. He has been in the insurance industry since 1987, and a member of the Norfolk chapter of the National Association of Insurance and Financial Advisors for 23 years.

Mike's insurance career began with The New York Life Insurance Company for 12 years. He later became an Insurance Specialist with The First Union Bank (now Wachovia) for 2 years, when the opportunity as an external wholesaler became available with Genworth Financial. He worked in the Atlanta, Georgia area for 6 months, helping to put more concentration in that area on long term care and the Genworth company. Currently, he is assigned accounts in Maryland, Delaware, DC, Virginia, West Virginia, and North Carolina. Mike received his CSA designation in 2002 and his CLTC designation in 2004, and is currently working on his LTCP designation.

Mike and other from St. Andrew's helped to start the meals program for Full Circle AIDS Hospice (now ACCESS AIDS) in 1991, to help feed those infected and affected with the HIV virus. He volunteers with the Dinner Is Served and the Dining Out For Life programs within ACCESS AIDS Hospice, and also leases apartments to individuals and families in their Housing Program.

 

Kelly Young (Arlington)
Kelly Young is a business consultant and attorney in Arlington, Virginia. He has worked with and for private foundations and served on many non-profit boards. A graduate of the University of Virginia and Stanford University's School of Law and Graduate School of Business, he has lived and worked in Northern Virginia for more than 30 years, including serving as Assistant Dean at the George Mason University School of Law and as Chief Operating Officer of the George Mason-affiliated Mercatus Center, an economic research organization in Arlington. Kelly helped found Gays and Lesbians for Individual Liberty in 1991 and served as its first president until 1994. Governor Jim Gilmore appointed Kelly to the Virginia State Charitable Gaming Commission, on which he served from 1999 until 2003.
