Biographies

  Bob Ballenger (Lexington)
Bob Ballenger is an Associate Professor of Information Systems in the Williams School of Commerce, Economics and Politics at Washington and Lee University.  He earned a B.S. degree in Natural Sciences and Mathematics from Washington and Lee in 1976.  Prior to earning his doctorate in Management Information Systems and Accounting Information Systems from Lehigh University (1996), Professor Ballenger worked for Unisys Corporation for more than eleven years in a variety of information technology related positions.  He also served as Executive Vice President of ServNET Technologies of Charlotte, North Carolina.  Bob has taught at Babson College, University of Alabama in Huntsville where he received the Undergraduate Outstanding Teaching Award, and Wake Forest University before returning to his Alma mater.  Professor Ballenger teaches courses in Management Information Systems, Accounting Information Systems, E-Commerce Development, and Data Mining and Business Intelligence.  His research interests are in the areas of Web-based instructional technologies, learning management systems, online learning environments, and data mining.  He has published numerous articles on these subjects in academic journals.  Bob also makes frequent presentations on his research at professional conferences.  While at Washington and Lee, he has designed and managed the development of W&L's first totally online course, a course in Information Technology Literacy.  Bob is the Chair of W&L's Information Technology Advisory Committee and serves on a variety of other committees at W&L.  He also served as an auditor for the Rockbridge County United Way.  He lives in Lexington, Virginia.

  Mark Board (Hampton)
Mark Board is originally from Austin, Texas and now calls Hampton Roads home. He has a Bachelor of Arts Degree in Government from Angelo State University and earned his Master's Degree in Management from Webster University in St. Louis, Missouri.  Mark's first involvement with the community was through the San Antonio Black Tie Dinner, Inc., where he served two terms on the Board of Directors, starting in 1995.  Mark went on to co-chair the 1998 San Antonio AIDS Walk and was involved in local fund raising activities for the Victory Fund, the Service Members Legal Defense Network, and the Texas Lesbian and Gay Rights Lobby.  In 2008, Mark retired from 20 years of honorable service to the nation as an officer in the United States Air Force.  In addition to EV, Mark is on the Board of Directors of Hampton Roads Business OutReach, and is a Commissioner on the City of Hampton's Citizen Unity Commission advising the City Council on diversity issues and policy formation.

  Regina Elbert (Richmond)
Regina Elbert is an associate in the Richmond office of the law firm of McGuireWoods.  Her practice focuses on taxation and employee benefits litigation. She received her B.A. in Economics and Foreign Affairs from the University of Virginia in 2002 and her law degree from Harvard in 2005.  Currently, she serves on the Advisory Committee on Domestic Violence Issues in Virginia Courts.  She and her husband, Eric Elbert, have supported Equality Virginia since they relocated to Richmond after marrying in 2005.  She enjoys skiing, gardening, and reading classic science fiction.

  Thomas Field  (Arlington)
Tom Field is a tax attorney who founded Tax Analysts, a non-profit publisher, in 1970.  He served Tax Analysts for 35 years, first as Executive Director and later as President and Publisher.  Prior to 1970, Tom was a trial attorney in the Tax Division of the U.S. Department of Justice from 1961-1966, and an attorney-advisor in the U.S. Treasury’s Office of Tax Legislative Counsel from 1966 through 1970.  He currently teaches on the adjunct faculty of Georgetown University Law Center and the Washington College of Law at American University.  He is a retired Army Colonel and a member of the Advisory Council for the Servicemembers Legal Defense Network, which works to end the Congressional ban on open service by gay and lesbian troops.  He holds advanced degrees in law and economics from Harvard, Georgetown and Oxford Universities.

  William Hall, Jr. (Richmond)
William C. Hall Jr. is vice president-Corporate Communications & Community Affairs of Dominion.  A native of Danville, Va., he received a bachelor’s degree in business administration from the University of Richmond in 1975. Prior to joining Virginia Power, Hall was employed from 1979 to 1983 as managing editor of The Danville Register, a daily newspaper in Virginia with a circulation of about 30,000. He won several awards from the Virginia Press Association as editor.  Hall joined the company in 1983 as senior media representative for Virginia Power. In 1985, he was promoted to director-News Services. In 1986, he became director-Banking and Public Relations for Dominion. He was promoted to director-Investor Relations in 1989. From 1993 to 1994, Hall served as assistant treasurer for Virginia Power, then as assistant treasurer for Dominion from 1994 to 1996. He served as assistant vice president-Corporate Communications since Jan. 1, 1997, and was named vice president-External Affairs & Corporate Communications May 1, 1999. He assumed his current position Sept. 1, 2006.  Hall is a member of St. James Episcopal Church. He serves on the boards of the American Heart Association, Equality Virginia, Richmond SPCA and the Virginia Foundation for Community Colleges.  He is one of the founders of FETCH-A-Cure, a non-profit organization dedicated to establishing a comprehensive canine cancer clinic in Central Virginia. He also is chairman of the Virginia Center for Architecture’s capital campaign. In addition, he sat on the Industrial Advisory Board of the University of Virginia’s School of Engineering & Applied Scenes and on Virginia’s Seventh District Congressional Safety & Security Council.  Hall served as chairman of the Richmond Public Library's Literary Legacy campaign and was on the board of associates at the University of Richmond. In addition, he was on the boards of the Jamestown-Yorktown Foundation, Virginia Free, Pittsburgh Public Theater, Richmond’s Fan Free Clinic, William Byrd Community House, the Arts Council of Richmond, the Alzheimer’s Association of Greater Richmond, the Virginia State Rehabilitation Council, and the Monument Avenue Preservation Society.  Hall served as chairman of the American Heart Association’s Richmond “Heart Walk” in 2003 and of the Richmond Alzheimer's Association’s “Memory Walk” in 2000, 2001 and 2002. He also served as corporate chairman of the Virginia Leukemia & Lymphoma Society’s “Light the Night” charity walk in 2005 and 2007, the 2008 Virginia Walk to Defeat ALS, and the 2008 First Freedom Awards dinner.

  Mark Hinckley (Virginia Beach)
Mark Hinckley is a senior architectural design technician with Clark Nexsen Architecture & Engineering in Norfolk, VA.  Raised in a navy family, he has called much of the coastal U.S. and Europe home.  Mark currently resides in Virginia Beach with his partner of 10 years, Michael and their three dogs.  He also has two children, David who is in his 3rd year at Radford University, and Tarynn who is a 6th grader at Lynnhaven Middle School.  Mark volunteers his time to several local groups including ACCESS, American Institute of Architects Hampton Roads Chapter, The Foodbank of Southeastern Virginia, The Society for Design Administrators where he is an honorary life member, and is executive director of Canstruction Hampton Roads, a design/build competition using canned food as a building material which is then contributed to local food banks.  Mark first became involved with Equality Virginia during the campaign against Virginia's marriage amendment.  He volunteered countless hours going door to door educating the public, working polling locations, phone banking, and hosting multiple fund-raising house parties.  As a founding member of HRCAT, he continued to raise awareness among the public and local elected officials on matters concerning the GLBT community.  Since then, Mark and his partner Michael have become community builders in the Hampton Roads area.  Locally known as "Mike-n-Mark", they are working to unite the Hampton Roads area by organizing and promoting social events like the 2nd Sunday Tea Dances at the newly restored Granby Theater in downtown Norfolk, a weekly Pride Night Wednesdays at Uno's Chicago Grille in Norfolk, and co-hosting numerous other events with organizations in the community. 

  Sean Holihan (Alexandria)
Sean Holihan is a legislative aide to Sen. George Barker, who has represented the citizens of Fairfax and Prince William in the 39th District since his election in 2007.  Sean has been involved in state politics since 2004, when he ran the voter registration drives in Hampton Roads.  Since then, he has been active in numerous campaigns and has worked for legislators in the General Assembly, including former Delegate Brian Moran.  He has been a member of the Virginia Partisans Gay and Lesbian Democratic Club's Board since 2006, currently serving as their At-Large State Legislative Liaison and PAC Board Member.  Sean also serves as the President of the Virginia Young Democrats and was a member of the 2007 Sorensen Political Leaders Class.  He lives in Alexandria with his partner, Danny.

  Julie Marshall (Richmond)
Julie Marshall, Diversity Manager with Capital One, has been a human resources professional for over 15 years.  Her experience includes facilitation, development, communications, event management, program management and consulting.  She is a longtime ally to the LGBT community and is a member of Capital One's LGBT Network Leadership Team.  She earned a BS in Industrial Engineering from Purdue University, a BFA in Theater from Virginia Commonwealth University and a Masters of Education in Human Resource Development from George Washington University.  Julie is a long-standing proponent for equality, choice and bridging divides.  She has facilitated reconciliation dialogues at the local and international level with Hope in the Cities/Initiatives of Change.  She has presented at the national Out & Equal Workplace Summit.  In addition to her passion for social justice, Julie loves water sports, traveling, warm beaches and theater.

  Molly McClintock (Christiansburg)
During her three terms on the board, Molly McClintock has served as Acting Chair and Vice-Chair. She has also chaired EV’s Outreach and Dinner Committees. Molly is a district chair for the Montgomery County Democratic Committee and a board member of the non-profit Montgomery County Christmas Store. She also serves on the Roanoke Pride committee, the organizers of various pride events in Southwest Virginia. She and her partner volunteer as emergency foster parents and Molly teaches computer classes through the local senior center. In 2001, Molly began her “first” retirement from a career in consulting. She is a graduate of Cornell University and she and her life partner, Irene Peterson, live in the beautiful Blue Ridge Mountains.

  Terence Rasmussen (Richmond)
Terence Rasmussen is an associate in the Richmond office of the law firm of Hunton & Williams, LLP.  His practice focuses on corporate and securities litigation and he also devotes substantial time to pro bono representation.  Terence is a graduate of Virginia Commonwealth University and the University of Virginia Law School.  He is an active member of St. Mark’s Episcopal Church, through which he has joined with others working for full inclusion of GLBT persons in the life of the Episcopal Church.  Terence lives on the South Side of Richmond with his wife Ann and their two daughters.

  Robert Roman (Norfolk)
Robert Roman has been connected to the Hampton Roads area since the mid 1980's.  He was in retail operations management for 20 years before his partnership in Decorum Furniture with his spouse Claus Ihlemann.  Robert grew up in the Panama Canal Zone.  He attended West Palm Beach University in West Palm Beach, Florida and Old Dominion University in Norfolk, Virginia.  He has served proudly in the Armed Forces.  Robert is a current member of the Ghent Business Association Board of Directors and serves as a liaison for many political, non-profit and humanitarian organizations in Hampton Roads.  Robert and his spouse Claus worked on the grassroots campaign to defeat the Marriage amendment and are proud that the City of Norfolk voted against the amendment.  Robert is committed to equality and is a strong supporter of Equality Virginia.

Diane Schroer

Diane Schroer is a Homeland Security, Defense, Counter-Terrorism and Training Systems Design consultant in the Washington D.C. area.  Her company, Strategic Initiatives Group, Inc. provides a range of consulting services.  She retired in 2003 with the rank of Colonel following a 25+ year military career in Special Forces and Special Operations.  She is Airborne, Ranger and Special Forces qualified; accumulating over 450 military parachute jumps during her career.  Highlights of her service include orchestrating all military, government and civil activities in the northern half of the country of Haiti following the U.S. intervention in 1994 and directing an organization with significant responsibilities for the Global War on Terror following 9/11.  She resides in Northern Virginia and enjoys a wide variety of personal and community activities.

  Jean Segner (Richmond)
Jean Segner is Marketing Strategy Leader, Retirement Income  Genworth Financial,  She joined Genworth predecessor GE Financial in 2000 as a Market Leader for Emerging Markets which included gays and lesbians, women small business owners, the Latino, African American and Asian American markets. She worked within GE and GE Financial to further the gay and lesbian employee network GlobalAge, and in support of the addition of sexual orientation to the non-discrimination policy, funding and sponsorship of GLBT organizations and events.  Jean has spoken to a number of employers and professional associations across Virginia about the GLBT market and workplace diversity.  Jean was a charter member and past President of the Central Virginia Business & Professional Guild, and has participated in a number of initiatives, committees and special projects for community organizations, including: Diversity Thrift, Virginia Partisans, the Virginia Breast Cancer Foundation, the Richmond Pride Coalition, ROSMY, Team St.Mark’s, and more. She is a past director of the Visual Arts Center of Richmond

  Steven Sisson (Shenandoah Valley)
Steven Sisson is a Human Resource Learning and Development professional at the MillerCoors, Shenandoah Brewery, located in Elkton, Virginia.  He is an officer with MillerCoors Lesbian and Gay Employee Resource (LAGER) affinity group, as well as the Diversity Action and Advisory Group.  LAGER is a 2009 recipient of the Matthew Shepherd's Making a Difference Award.  Steven has thirty years of manufacturing experience starting as an hourly employee advancing in promotions.  Most notably with Molson-Coors Brewery as part of a hardworking team that earned the coveted award, Plant of the Year by Beverage World magazine and Best Overall Brewery for Molson Coors 2007.  He has held numerous political positions, which include Rockingham-Harrisonburg UWSA Chairman, 6th District Chairman with Lead or Leave PAC, Rockingham Democratic Committee Chairman and Vice Chair, Rockingham Commonwealth Attorney Citizen Advisory Committee, Rockingham Planning Commission Chairman, Legislative Contact Teams with VALCV and Virginia Conservation Network, and a 2003 Democratic candidate, 24th District State Senate.  Steven is also a United States Navy veteran and alumnus of the 2003 Sorensen Institute PLP and a contributing columnist with the Augusta Free Press.  Steven resides in the City of Waynesboro with partner Kent Chrisman.

  John Sternlicht, Esq. (Richmond)
John Sternlicht became involved with EV around the time of its transformation from Virginians for Justice.  John began as a table host at the First Annual Commonwealth Dinner, and later joined the dinner committee and the Political Action Committee.  During his tenure as Deputy Secretary of Commerce and Trade under Governor Mark Warner, John had the opportunity to work for legislation promoting equality in Virginia, including primarily the bill allowing health benefits for domestic partners and other family members, and the bill preserving the right of domestic partners to obtain VHDA loans.  John was a frequent public speaker and fundraiser in the campaign against the so-called “marriage amendment.”  In October 2007, he left the employ of the Commonwealth after 17 years and accepted a position with SRI International, a California-based non-profit technology R&D institute with facilities in Harrisonburg and Arlington.  A graduate of Georgetown University  School of Foreign Service and the UNC School of Law.  John lives in Richmond with his partner James Finley, head coach of the VCU women's volleyball team, and son Jeremy, a high school student and football player.  Son David attends Washington & Lee University, where he also plays football.  James' son, Carlton, lives in Galveston, Texas.  John and James will marry in May 2010 at Congregation Beth Ahabah in Richmond and also legally in the progressive state of their choice, thereby forming a millennial sort of Brady Bunch.

  Lawrence Webb (Falls Church)
The Honorable Lawrence Webb is currently in his first term as a member of the City of Falls Church Council.  Mr. Webb is also an Assistant Dean of Admissions at the University of Mary Washington.  In recent years, Lawrence has developed a passion for assisting students seeking higher education.  Through this effort he has also given back with the James Farmer Scholars Program.  Mr. Webb, a Kenbridge, Virginia native also serves as Vice Chairman of the State Department of Correctional Education Board (appointed by former Governor Mark Warner and re-appointed by Governor Tim Kaine).  Mr. Webb received a bachelors of arts degree in Mass Communications and a graduate Certificate in Public Management from Shenandoah University.

  Allison Weinstein (Richmond)
Allison Weinstein is President and Chief Operating Officer of Weinstein Properties which owns and manages apartment communities in Virginia and North Carolina.  In addition to her responsibilities for the day-to-day operations of the company, Allison is active in her local community and has served on the boards of the University of Richmond, Collegiate School, the Jewish Community Center, the Jewish Community Federation of Richmond, the Children's Museum of Richmond and Maymont.  Allison, her husband, Ivan Jecklin, and her parents, Marcus and Carole Weinstein, have been actively involved in the fight for GLBT equality and are the recipients of the 2007 Equality Commonwealth Award.  Allison received her B.A. in 1984 from Washington University in St. Louis and her J.D. from its law school in 1987.  She, her husband and their three children, live in Richmond.
